Police have arrested and charged former Ambassador to Ethiopia EMMANUEL MWAMBA for the offence of Seditious Practices.

And police have recorded warn and caution statements from former Justice Minister GIVEN LUBINDA for the offences of failure or refusal to surrender a Diplomatic passport and former Water Development Minister RAPHAEL NAKACINDA for the offence of Seditious Practices.

Police spokesperson RAE HAMOONGA says Mr. MWAMBA is alleged to have made a posting on his Facebook page which is likely to bring into hatred or contempt or to excite disaffection against the administration of justice in Zambia.

Mr. HAMOONGA says the posting made on November 4, without lawful excuse has the potential to incite violence or any offence prejudicial to public order or in disturbance of the Public peace.

He says Mr. MWAMBA has been detained at Emmasdale police Station and will appear in court soon.

And Mr. HAMOONGA says Mr. LUBINDA failed or refused to submit or surrender a passport and was holding more than one passport.

He says Mr. LUBINDA in the first count allegedly committed the offence between March 2023 and October 2023 while the second count between March 2023 and November 14.

Mr. HAMOONGA says the accused has been detained at Westwood Police Station.

And the Police spokesperson says Mr. NAKACINDA has been warned and cautioned for the offence of Seditious Practices.

He says this is in a matter where Mr. NAKACINDA with intent to raise discontent or disaffection among Zambians, published seditious words in the News Diggers of October 27, 2023 on page five.

Mr. HAMOONGA has told ZNBC News that the accused who is detained at Emmasdale Police station meant to incite citizens to revolt against government in his utterances alleged to have been made during a press briefing on October 26.
