PAC SUMMONS CHANDA KABWE OVER FACE MASKS

The Public Accounts Committee -PAC- has summoned former National Coordinator for the Disaster Management and Mitigation Unit -DMMU- CHANDA KABWE to help answer queries on procurement of re-usable face masks worth over 50 million Kwacha.

Others summoned are former Head of Procurement and Director of Operations to appear before the Committee tomorrow either in person or virtual.

This is in view of the Memorandum of Understanding – MoU -as reported in the Audit of Utilisation of COVID 19 Resources for the period from July 2020 to October 2021.

PAC Chairperson of the Committee WARREN MWAMBAZI and Vice Chairperson JAQUELINE SABAO said they were NOT satisfied with answers coming from the officers who are currently serving at DMMU.

This was during PAC sitting, in which the procurement officer CONSTANCE CHIGALI could not justify why DMMU bought facemasks at 10 Kwacha each when they could have bought the same facemasks at 3 or 5 kwacha from suppliers.

Ms CHIGALI submitted to the committee that she did market research and come up with the price and that they needed to beat the time of buying facemasks in line with the directives from Management, who were instructed to distribute to all schools before re-o
ening day in June 2020.

Meanwhile, DMMU National Coordinator GABRIEL POLLEN said he has taken note of the short comings that have been observed in the Auditor General’s report and will strive to ensure that they are addressed.
