Criminal Procedure Code Passes Second Reading

The criminal procedure code amendment bill number 19 of 2023 has passed second reading in Parliament.

Government has proposed to amend the criminal procedure code to make the offense of stock theft non bailable.

Speaking in Parliament when the bill was considered for second reading, Justice Minister MULAMBO HAIMBE said stock theft has become prevalent in the country.

Mr. HAIMBE said there has been a growing need to deter would-be offenders by stiffening punishment under the penal code which seeks to make a subsequent offense of stock theft non bailable.

He said a number of jurisdictions provide for non bailable offenses if a vice is prevalent and serious.

The Bill has been referred to the committee of the whole house.
