State make implementation of e-voucher smarter

Lusaka (17-07-18) The Zambian government has put in place measures to ensure a smooth distribution of farming input to farmers this coming farming season using the e-voucher system.

Agriculture Minister Michael Katambo told journalists at the PF Interactive Forum held at Chrisma Hotel in Lusaka that in the past farmers used to face many challenges due various factors ranging from network failure, delayed card production and lack of knowledge in the use of Information Communication and Technology (ICT).

Katambo explained that the greatest obstacle the e-voucher faced was it’s implementation.

“With the introduction of the new system which will include security features,  not only unscrupulous people will find it difficult to steal and  manipulate but the system will also create jobs for the many unemployed Zambians.”

Among the new feature government has introduced in the implementation of the e-voucher is the use of biometric and cardless systems which will enable farmers to access input in places where there is massive network challenge.

He said the farmers will be allowed to go and deposit the agreed fee of K400 to supplement the government  contribution of K17000 to make k2100 to access the farming inputs.

“After depositing the money, the farmers will be given a deposit slip which will be handed over to the district agriculture officer who will give them authority to go and get the input from the dealer.”

All these measures, Katambo explained,  have been put in place as measures to ensure that inconveniences  created during the process of accessing and distribution input are addressed.

He observed that in the past some beneficiaries were being used by unscrupulous dealers to loot money meant for farming inputs.

He explained that the new system is designed in such a way that any form of fraud is detected immediately.

For example, Katambo explained, when a person deposit money or withdraw from the e-voucher, a notice is immediately made and this has made it impossible for people to steal.

Katambo is happy that since  the new system created about K1. 2 billion was saved and the money will be directed to other needy sectors.

He however clarified  that since the system is still new, government workers are being trained how to use it.
And speaking at the same function, Smart Zambia National Director Martin Mtonga told that the creation of the new system was developed after serious consultation with stakeholders.

“The defects noted in the previous implementation of the e-voucher led to discover the workable system that will make the work effective.”

He suggest the new system will not only make the work effective but will also make it difficult for looter to steal.
