PSs URGED TO DISCIPLINE ERRING OFFICERS

Acting Secretary to the Cabinet PATRICK KANGWA has directed Permanent Secretaries to discipline erring officers and not surrender them to the Public Service Management Division -PSMD.

Mr. KANGWA has further directed the PSMD to discontinue reviewing officers who have been surrendered to them.

He says Permanent Secretaries have the responsibility to create performing teams and attain their Key Performance Indicators -KPIs- hence the need for them to build capacity and counsel erring staff.

Mr. KANGWA is concerned that erring officers in government institutions are not being warned, charged, suspended or fired but are only being surrendered or transferred.

He says all Ministries must now submit disciplinary returns by indicating the nature and number of cases dealt with as this will form part of the KPIs for directors.

Mr. KANGWA said this in Lusaka today during the opening of a meeting for Permanent Secretaries and Directors of Human Resources and Administration on the Public Service Disciplinary Code and Handling Staff Offences.

He also stated that the meeting will look at handling of confidential information in view of a rise in secured government information finding itself on social media.

The Acting Secretary to the Cabinet said such trends should come to an end.

Mr. KANGWA further stated that the meeting will also delve into vetting of public contracts and human resource reforms currently being undertaken by government.
