Judge MUMA pleads not guilty

Suspended MONGU High Court Judge WILFRED MUMA has pleaded not guilty to the charge of willful failure to comply with the law and applicable procedure when he served as Commissioner of Lands.

The offence is contrary to the Lands and Deeds Registry Act.

Judge MUMA has taken plea before a panel of three Judges, PIXXIE YANGAILO, ANNIE ONONUJU and IAN MABBOLOBOLO of the LUSAKA High Court.

Earlier, the Judges YANGAILO, ONONUJU and MABBOLOBOLO quashed a preliminary issue raised by Judge MUMA that the LUSAKA Magistrate Court as the court of first instance must try his case other than the High Court.

However, the three Judges ruled that they have no jurisdiction to overturn the decision of another judge who ordered the referral of Judge MUMA’s case to the High Court.

It is alleged that on dates unknown but between April 01 and December 31, 2018, Judge MUMA, when he served as Commissioner of Lands instructed his Subordinates to cancel a certificate of title for a public property in LUSAKA.
