HH URGES MALILA TO TRANSFORM JUDICIARY

President HAKAINDE HICHILEMA has advised Chief Justice, MUMBA MALILA, to transform the judiciary and ensure that the courts of law deliver fair justice to Zambians regardless of their social status in society.

President HICHILEMA urged Justice MALILA to bring about change in the judiciary that will deliver justice fairly and speedily especially for the poor and the disadvantaged people.

The President said this when he swore in Justice MALILA at State House in Lusaka today.

Also sworn in at the ceremony are ACKSON SEJANI as Local Government Service Commission chairperson, PETER MACHUNGWA as Chairperson of the Zambia Police Service Commission, and VINCENT MALAMBO as member of the Judicial Complaints Commission.

President HICHILEMA told the newly sworn in persons that they have a huge task to play in restoring the credibility of the public service.

The President further told the Chief Justice that his appointment comes with a lot of expectations in the Supreme Court, the judiciary and the public.

Mr. HICHILEMA said Dr. MALILA, who is a distinguished legal scholar and expert in a number of areas, is a perfect fit for the job of Chief Justice and to lead the judicial transformation that will serve Zambians.

The President said his new dawn administration is committed to the principle of separation of powers and will NOT interfere with the judiciary.

He has,however, pointed out that the three arms of government must work together in their respective roles and functions as a unit in order to deliver quality services to Zambians.

Meanwhile, President HICHILEMA told Mr. MALAMBO to ensure that the Judicial Complaints Commission enforces the code of conduct for judges and other justices in the court system.

The President said the bench is not free from correction and as such, the commission must ensure that judges conduct themselves in a manner that does not draw contempt to them from the public.

President HICHILEMA said the Judicial Complaints Commission needs to follow the law to address the complaints of citizens regarding the judiciary.

And President HICHILEMA has tasked Dr. MACHUNGWA to help address the challenges facing the Police Service in the country.

The President said lawlessness, excessive thuggery and hooliganism had become rampant under the previous regime and that it is necessary to ensure that the rule of law prevails under the United Party for National Development – UPND- administration.

President HICHILEMA expressed hope that Dr. MACHUNGWA will draw from his vast experience as former Minister of Home Affairs in the MMD government and help bring about stability, peace and order.

The President has meanwhile reiterated his warning to political party cadres that they will stand alone and face the police if they attempt to breach peace and disturb government efforts to foster development across the country.

Mr. HICHILEMA acknowledged that the police service has massive challenges and asked Dr. MACHUNGWA to ensure that professionalism runs high in the service, adding that deserving police officers should be promoted regardless of their tribal inclinations.

To the chairperson of the Local Government Service Commission, the Head of State said there is need to ensure that the decentralization programme is realized as government has put in more resources in efforts aimed at fostering development at grass root level.

President HICHILEMA challenged the Local Government Service Commission to ensure that there are flushable toilets at all schools and water in all communities in the next four years.

The President said his administration has set aside adequate funds under the constituency development fund for the sinking of boreholes to provide clean water and spare women from walking long distances to fetch water.

He said the disbursement of the equalisation fund to all 116 district councils signals the UPND administration’s determination to place development in the hands of local people at constituency and ward level.

In another development, President HICHILEMA has urged Zambians to take the Covid-19 pandemic seriously and adhere to prescribed health measures and guidelines.

He regretted that State House has been hit by many Covid-19 cases, a situation that has affected the State House police compound and some staff.

The President has since warned the public against making jokes about serious matters of life and death and brushed aside insinuations that he was sick.

He also appealed to the media to help sensitise the general public on the need to adhere to health guidelines and getting vaccinated.

President HICHILEMA disclosed that his administration has managed to source for more vaccines adding that since the relaunch of the Covid-19 vaccination programme, an increase has been recorded in people getting vaccinated.

The President has ruled out any plans of shutting down of the economy stating that it has been discovered that such measures do not solve anything.

And newly sworn in Chief Justice, MUMBA MALILA, said he had taken note of President Hichilema’s message and that appropriate legislative and constitutional action will be instituted to address the bottlenecks affecting the judiciary.

Justice MALILA said the public image of the judiciary is worrying and that he will address all judiciary staff to share his vision and the reforms needed to be undertaken in order to deliver equitable justice to all.

The swearing in ceremony was attended by Vice President MUTALE NALUMANGO, Justice Minister MULAMBO HAIMBE and his Health counterpart SYLVIA MASEBO, other Cabinet ministers and Lusaka Province Minister Sheal Mulyata.

Others included Deputy Chief Justice MICHAEL MUSONDA, Acting Secretary to Cabinet PATRICK KANGWA, and other senior government officials.
