GOVT URGED TO EXPEDITE CONSTITUTIONAL REFORMS

By Musonda Kalumba

University of Zambia Historian Professor Bizeck Phiri has emphasized the need to urgently address anomalies in the constitution in order to ensure clarity on legal issues.

This follows the court of appeals’ decision to dismiss the applications of former Kabushi Member of Parliament Bowman Lusambo and his Kwacha counterpart Joseph Malanji who challenged the jurisdiction of the court to hear election appeals from the High Court.

Commenting on this development, Professor Phiri says there is need to reexamine the legal and judicial system, as well as the electoral process system stating that as long as such inconsistencies exist, such issues will keep happening thereby affecting development.

He is concerned that the constitutional court was established to deal with election related matters but that people are going elsewhere hence the need for re-examination to find solutions to the current legal dilemmas being faced in the country.
