The Health Professions Council of Zambia is a statutory regulatory body under the Ministry of Health with both statutory obligations to regulate the registration of health care facilities and health practitioners as well as maintaining optimal standards of competence, care and professional conduct. It was established under the Health Professions Act No. 24 of 2009. The Health Professions Act continues the existence of the Medical Council of Zambia which was established under the repealed Medical and Allied Professions Act. The mission of the Health Professions Council of Zambia is ‘to safeguard the quality of health care services by regulating and monitoring the professional conduct of Public and Private Health practitioners, Health facilities and Training Institutions.’
The Council seeks applications from suitably qualified and experienced persons to fill up the following positions:

INSPECTIONS OFFICERS X 03

Job Profile: To undertake effectively the inspection of health facilities and monitor the conduct and practice of the health practitioners in order to ensure compliance to the set standards.
Main duties:

Undertakes effectively the inspection of Health facilities, in order to ensure compliance to set standards;

Undertakes effectively the inspection of the practice and conduct of health practitioners in order to ensure adherence to the professional code of conduct;

Undertakes the preparation of inspections reports in order to facilitate decision making;

Undertakes the preparation of documentation in order to facilitate the issuance of licenses;

Undertakes effectively the maintenance of up-to-date records on inspections in order to facilitate the storage and retrieval of information; and

Undertakes effectively the monitoring and evaluation of the inspections in order to facilitate the identification and implementation of appropriate interventions.

Reporting relationship, Knowledge and skills requirements:

Reporting to the Senior Inspections Officer

Sc. in Health related Sciences

Full registration and valid HPCZ practising certificate

Full Grade 12/ Form V School Certificate

Minimum of 3 years working experience

Computer literate

Able to write complex reports

Ability to handle sensitive and confidential information with integrity

Excellent English language oral and written communication skills with interpersonal skills

REGISTRATIONS OFFICER X 02

Job Profile: To undertake effectively the processing of registration for Student Indexing, Health Practitioners and issuance of Practicing Certificates in order to ensure that registered Students and health practitioners meet the statutory requirements.
Main duties:

Undertakes effectively the processing of applications for student indexing and Health Practitioners in order to facilitate registration of Students and health practitioners;

Undertakes effectively the issuance of annual practicing certificates of Health Practitioners in order to ensure compliance to the set standards;

Undertakes effectively entry of data on the database in order to facilitate record keeping; and

Undertakes effectively the administration of monitoring and evaluation instruments in order to facilitate data analysis

Reporting relationship, Knowledge and skills requirements: 

Reporting to the Senior Registration Officer

Sc. in Health related Sciences/ B.A Degree in Social Sciences

Full Grade 12/ Form V School Certificate

Full registration and valid HPCZ practising certificate for B.Sc. in Health related Sciences applicants

Minimum of 3 years working experience

Computer literate

Ability to handle sensitive and confidential information with integrity
Excellent English language oral and written communication skills with interpersonal skills

TRAINING OFFICERS X 03

Job Profile: To undertake effectively the processing of accreditation for training, approval of training programmes and recognition of continuing Professional Development (CPD) Centres in order to ensure compliance to set standards.
Main duties:

Undertakes effectively the processing of accreditation of training programs that meets eligibility criteria for accreditation in order to assure provision of certified health training programmes to the public

Undertakes effectively the processing the approval of training programmes, continuing professional Development and internship centres in order to ensure compliance to set standards

Undertakes effectively the monitoring of the practice and conduct of health practitioners, lecturers and students in order to ensure adherence;

Undertakes effectively the preparation of assessment reports in order to facilitate decision making

Undertakes effectively the preparation of documentation in order to facilitate the issuance of approval certificates

Undertakes effectively the maintenance of up to date records on training in order to facilitate the storage and retrieval of information

Reporting relationship, Knowledge and skills requirements:

Reporting to the Senior Training Officer

Sc. in Health related Sciences

Medical Education Certification a MUST

Full registration and valid HPCZ practising certificate

Full Grade 12/ Form V School Certificate

Minimum of 3 years working experience

PROCUREMENT OFFICER X (01)

Job Profile: To manage and undertake timely the procurement of goods, services and works in order to facilitate smooth operations of the Council.
Main duties:

Prepares timely and accurately procurement plans in order to facilitate decision making

Manages an undertakes effectively the maintenance of an up-to-date supplier register in order to establish a reliable supplier base

Manages and undertakes effectively the procurement and supply of works, goods and services in order to ensure their availability and efficient utilization

Manages effectively the maintenance of accurate records of goods, services and records in order to facilitate efficient storage and retrieval of information

Manages and undertakes timely the preparation of bidding documents in order to facilitate invitations of bids
Manages and undertakes effectively the utilization of human and material resources in order to attain the objectives of the unit

Reporting relationship, Knowledge and skills requirements:

Report to the Senior Procurement and Supplies Officer (SPSO)

Full grade twelve (12)/ Form five (5) Certificate

Bachelor of Arts in Purchasing and Supply and or a full Chartered Institute of Purchasing and Supply or CIPS level 6

Member of the Zambia Institute of Purchasing Supply (ZIPS)with a valid practising certificate

Minimum of 3 years work experience in a reputable Organisation I.e. Regulatory Statutory board or Public Institutions will be an added advantage

Goal-oriented and able to work under minimal supervision and able to collaborate well with a diverse team.

Excellent English language oral and written communication skills.

Able to write analytical and technical reports.

Computer literate and Knowledgeable of most used packages.

ACCOUNTANTS X 02

Job Profile: To manage and undertake the preparation of books of accounts and financial reports in order to enhance accountability of public funds.
Main Duties:

Manages and undertakes diligently the preparation of financial reports in order to facilitate decision making;

Manages and undertakes effectively the maintenance of books of accounts in order to account for financial resources;

Manages and undertakes timely preparation of the institutional budget in order to facilitate mobilization and allocation of resource;

Manages and undertakes effectively preparation of responses to audit queries in order to facilitate decision making;

Manages and undertakes timely banking of revenue collections in order to safeguard public funds;

Manages and undertakes effectively payments on behalf of the Council in order to ensure that the Council meets financial obligations;

Manages and undertakes the timely recoveries of loans, advances and other recoverable in order to facilitate repayments;

Manages and undertakes the timely development of individual and departmental work plans and performance appraisals in order to monitor and evaluate departmental and individual performance; and
Manages and undertakes effectively the utilization of resources in order to attain the objectives of the department.

Reporting relationship, Knowledge and skills requirements:

Report to the Chief Accountant

Bachelor of Accountancy from a recognised University with Full ACCA.

Full Grade 12/ Form V School Certificate

Minimum of 3 years work experience in a reputable Organisation i.e. Regulatory Statutory board or Public Institutions will be an added advantage

Goal-oriented and able to work independently to achieve results, as well as able to collaborate with a diverse team.
Excellent English language oral and written communication skills.

Able to write analytical and technical reports.

Computer literate and Knowledgeable of all accounting packages.

DRIVERS X 04

Job Profile: To safely and timely drive and maintain Council Vehicles in order to facilitate mobility of officers, materials and equipment.
Main Duties:

Undertakes effectively driving of the vehicles allocated so as to ensure the safety and timely movement of officers and materials

Prepares timely reports on the occurrence of road traffic accidents in order to facilitate prompt remedial actions
Complete timely log books in order to enhance accountability of journeys

Undertakes regularly inspections of the Vehicles road worthiness so as to avoid traffic accidents and unnecessary breakdowns
Undertakes regularly and secures the Vehicles daily in order to ensure cleanliness and security

Reporting relationship, Knowledge and skills requirements:

Report to the Transport Officer

Class “C” Driver’s License

Full Grade 12/ Form V School Certificate

Minimum of 2 years work experience driving with proven clean record

Ability to work under pressure
Excellent English language oral and written communication skills.
