Criminal defamation: Haimbe justifies removal of provision

(ZNBC News)-Justice Minister MALAMBO HAIMBE says the Criminal defamation of the President needed to be removed from the Penal Code urgently because some overzealous law enforcement officers had started abusing it.

Mr. HAIMBE says the provision was being used to victimize some people in the past.

The Minister was speaking when he appeared on ZNBC’s ‘Update’ Programme today.

And Mr. HAIMBE said the abolition of the death penalty does not mean that government is not sympathetic with victims but that evidence has shown vengeance does not deter crime.

The Minister noted that it is now the duty and obligation of government to help the victims get closure and enhance capabilities of law enforcement agencies.

Speaking on the same programme, Human Rights Commission Spokesperson MWELWA MULEYA said said the death penalty is cruel, inhumane and takes away precious life.

He also said the majority of citizens have appreciated legal reforms that government is undertaking.
