State win praises over bill 10

Nakachinda says the move by the cabinet chaired by president Edgar Lungu to include the view of the people on Bill 10 as received by his committee shows that the PF is a listening government.

Parliamentary Select Committee set to receive and scrutinise submission from members of the public on Bill 10 has paid glaring tribute to government for taking into consideration all the recommendations his committee made on Bill 10
Raphael Nakachinda who is also MMD nominated Member of Parliament told journalists when he appeared at the PF interactive Forum at Longacre Lodge on Sunday that the move by the cabinet chaired by president Edgar Lungu to include the view of the people on Bill 10 as received by his committee shows that the PF is a listening government.
Nakachinda observed that to this date no critique of bill 10 has ever come in the open to criticise  the recommendations made by the select committee which he chaired. 
He said even the people opposed to bill 10 have all agreed with the recommendation made his select committee made but wondered why the opposition UPND MPs decided to walk out of parliament when the minister of justice present the bill which incorporated all the recommendations that have not disputed.
Nakachinda expressed happiness that through the minister of justice, the government adopted all the views from citizens as received by his committee.
Despite  the Minister of Justice highlights all the recommendation that was made by the select committee in the new look bill 10, Nakachinda said it was regrettable that the opposition UPND MPs chose to walk out of parliament in protest.
He wondered why the UPND MPs were protesting when the government has taken into consideration all their concerns from the people that submitted to the select committee.
Nakachinda further expressed sadness by what he termed falsehood being generated by the opposition UPND and some CSOs on Bill  10.
He said it was blatant lie suggestion by the UPND its MPs successfully short down bill 10 when it was presented to parliament for second reading.
According to Nakachinda, the position taken by the UPND on the status of bill 10 is an indication that the opposition is ignorant of the parliamentary procedures.
He clarified that before debates on bill 10 began, the UPND MPs rose on the point of order to see if the house was in order to debate the bill amidst the outbreak of the COVID-19.
He said what transpired on Wednesday before debate, is that the UPND brought two points of orders, one on the suit by Dipark Patel which was not related by bill10. 
He said the issue before court was the contracting debts and the move was brought in the house for purposely derail bill 10
Then Nakachinda said there was another point of order after two confirmed cases of COVID-19 and the speaker had no option but to adjourn the parliament.
He wondered why the UPND exhibited panic to the point of order on issues not related to bill 10.
He does not understand how the bill was short down when there was no vote that took place.
He said the decision by the UPND MPs to walked out of parliament was designed to save their face from shameful acts after seeing that all the concerns people rose were addressed in the bill that was brought for second reading.
Nakachinda is convinced beyond all doubts that bill 10 would have gone through the second reading when parliament resume sitting after the outbreak of COVID-19 is brought under control.
Nakachinda also accused the UPND MPs of taking advantage of HH ignorance of parliamentary procedures to cheat him of what is happening in the house.
He said HH will do better to learn basics on parliamentary procedures  as this will save him from being cheated by his misguided MPs who want to take advantage of his ignorance.
Nakachinda suspect the MPs are misleading HH so that they can be adopted in the 2021 elections.
He said some UPND parliamentariand have confided in their PF counterparts  that they don’t agree with the way HH is doing things.
He said these MPs whom he chose not to mention their names are ready to support bill 10 at any time.
He indicated that the MPs have categorically indicated that they save in large constituencies which they need to be divided if bill10 is allowed to pass.
He suggested that one UPND MPs had given Brain Mundubile a contact for Mr. Hichilema a government chief whip so that he could pump some sense in HH but does not know whether or not Mundubile called Hichilema.
He categorically singled out the Choma MPs Cornelius Mweetwa who is boasting that the UPND cannot be compromised that is the worst boatlicker.
He wondered why Mweetwa accepted to be quarantined along with other MP at HH’s resident on Wednesday if they understood what the reason why  he elected.
He criticised the move by HH to call a briefing at his residence along with the MPs and the disabled followed him to his home where the disabled were attacked.
The reason why HH called a briefing at his resident was to have his MPs quarantined so that they have nothing to do with Bill 10 which seeks to give power to chiefs that will be given right to advice the government on issues affecting the nation.
He accused HH of having elevated himself above the traditional leaders in the country.
Nakachinda vowed to traverse the country and sensitise the chiefs to ask the question why they have allowed one individual to sabotage their interests.
He claimed that the UPND is not happy with the declaration of Zambia as a Christian nation.
One other reason why the UPND is not happy with the declaration of Zambia as a Christian is that it has signed the pact with gay families that fund their campaigns.
He suggested that HH himself is embroided in so many mysteries surrounding his faith.
He said it is unfortunate that HH had to hid his MPs at his home for the purpose of denying them a chance to vote for bill 10.
He paid tribute to the opposition MPs that stood against their party position on bill 10.
“This was an act of unpatriotism and sign of being  a dictator and this explains why they have not gone to convenconvention.”
He suspect that the dictatorial trend will be worse when and if he by some misfortunes forms government.
He suggested that the UPND MPs were complaining of issues of democracy and violence, they were the worst perpetrators as can be shown in the way they have done things in the recent past.
He said on Tuesday, the UPND announced that they would meet to state their position on bill 10.
Regrettably the opposition whip announced that the UPND was to use the three line strategy to prevent the MPs from voting along with the PF on bill 10.
These are undemocratic trends being exhibited by the opposition UPND and are likely to grow big the opposition party forms government.”
He suggested that, although the UPND MPs does not agree with the position of HH, they forced to along with him for fear of not being adopted in the coming elections.
