POLICE IG HOPEFUL REVIEWING OF PUBLIC ORDER ACT WILL ADDRESS CURRENT OPERATIONAL CONCERNS REGARDING MAINTENANCE OF LAW AND PUBLIC ORDER

Inspector General of Police Lemmy Kajoba is hopeful that the Public Order Act being reviewed will resolve the current operational concerns regarding the maintenance of law and public order in the country.

Mr. Kajoba has acknowledged that this piece of legislation is contentious and is also conscious of the many challenges arising from the implementation process of the Public Order Act.

He states that while acknowledging that the Public Order Act has a role in maintaining peace and order, some sections of society feel this piece of legislation has been used to undermine the rule of law through unfair application and implementation thereby threatening advancement of Zambia’s democracy.

Speaking in Lusaka today at a Zambia Police engagement meeting on public order management and legal framework organized by GEARS Initiative and National Democratic Institute, Mr. Kajoba in a speech read for him by Deputy Police Inspector General-Administration, Doris Nayame adds that some members of the public have a perception that the public order act serves as a tool to undermine the fundamental rights that are essential in a democracy through its unfair implementation.

And GEARS Initiative Executive Director MacDonald Chipenzi is saddened that although police are mere enforcers of the law, they have many times been condemned whenever there is a backlash with regards to the implementation of the Public Order Act hence the need to review, repeal and replace this piece of legislation.
