PF validate ECL parley address.

Hon. Mundubile says, the address set a policy direction on how president Lungu want development to take place in Zambia amidst severe climate challenges

(Lusaka -15-09-19) The ruling Patriotic Front (PF) not only justified but also validated president Edgar Lungu’s State of Nation Address to parliament indicating that, the statement set a policy direction on how the president wants the development to proceed in the country amidst the diverstating effects of climate change.
PF legal chairman Brain Mundubile who is also government chief whip told journalists at the PF Interactive Forum held at Longacre Lodge in Lusaka that the effects of climate change are real and the president was in order to give the policy guideline in the manner he did.
Hon. Mundubile said the diversification effects of climate change has drastically affected the budget arrangements for 2019.
He said the people attacking the speach president Lungu delivered in parliament are not being fair to the nation and themselves.
He advised critiques to wear the lenses of an ordinary person to see the effect of climate change.
In that speech, Hon Mundubile explained, the president also gave a progress report on the five pillar as obtained in the Seventh national development plan.
According to Hon. Mundubile the president spoke the mind of the campaign as provided by the 2016 campaign manifesto.
He said the PF during the 2016 campaign clearly showed the people how it wanted to governthe national and address the issues affecting the country in the areas of education,  health, economy, tourism and job creation.
He said the PF has been consistency in its policy amidst climate change.
Mundubile recalled that the country began to speak of the effect of climate change long before the PF formed government in 2011.
He regretted that un until now, the country was not ready to deal with the effect.
He said the climate change is the world challenge. Others are being affected by draught, floods and these are not unique to Zambia.
He advised the people put hands together to address and effects of climate change which is causing damaging the country.
He said the environment has dratically changed and the people need to understand that the problem is real.
He said it will be difficult for country to deal with the problem of climate change if the people are in denial.
He commended the presodent for making directives he directive the ministry of energy to stop the construction taking in sources of water.
He said when the water level goes  down, the power generation is also affected and this has led to the low production. 
As a result of this inforeseen misfortune the country went into the unplanned expenditures. 
He added that ats of God has a way of forcing people to enter into unplanned expenditure.
Hon. Mundubile further the effects of economic change has slowed down all economic activities that depend on power generation.
He said it is not in best interest of the country to belittle the effects of climate change which has reduced the economic activities in by more than half
Despite this, Hon. Mundubile explained, president and his government is committed to developing the country amidst the diverstating effects of climate change.
Further Hon. Mundubile disclosed, the government is proud to have borrowed for development. 
He explained that the benefits of the borrowed money is there for for every one to see.
He said the decision for government to borrow is in tandun with the ability to repay the debts.
He said since the PF formed government in 2011, it has not defaulted in its obligation to debt payment.
Unlike in other successive government, Hon Mundubile said it was gratifying that the people are not questioning where the government is taking the borrowed money because the results are there for every one to see.”
The government does not regret to have borrowed because it had given an opportunity to deliver to the people of Zambia.”
He however conceded that, effect of climate change will affect some of the government operations in the next budget because the activities will be realigned to address the serious challenges.
Despite this sad development, Hon. Mundubile stated, the government is determined to do much with limited resources and manage the results.
He also said the government is determined to liquidate the local debts saying once this is done, it will help to make liquidiity available on the market.
Additionally, Hon. Mundubile expresses gratitude that the president directed that the purchase of office furniture to be from the organised youths groups saying this will provide market for local products for the youths.
“The challenge is now on the youths to work hard and supply the product to the the government has created for them.”
He added that this positive development will not only grow the economy but alsl boast the job creation.
He said the government had taken steps further to grow the agriculture sector by way of promoting the climate change resilient crops and this will be supported with  the promotion irrigation.
He further indicated that the government is also promoting the tourism sector, including medical tourism and the energy sector which he said is another economic spinner.
On the other hand, Hon. Mundubile said poverty reduction is also receiving particukar attention by way of provision of social protection.
By so doing, Hon. Mundubile explained, the government is working towards the reduction on inequality and uplifting the living standards of the people.
And speaking at the same function, deputy chief Whip Tutwa Ngulube comended the president for guiding the nation the nation towards the refinement the constitution.
Hon. Ngulune advised the people to ignore the opposition bent on opposing anything that come from the government.
He also reminded the opposition that there is need to refine the constitution to address the challenge which made th to cry shortly after the 2016.
He wondered why the opposition decided to stay from the NDF called to address the constitution challenges facing the country.
He further advised the opposition to take advantage of the current process to present their view before the bill is passed into law.
Furthermore Hon. Ngulube criticised the false misrepresentation regarding the recommendations that was made by the NDF.
He said each view presented in Bill 10 was a product of agreement among the people that attended the NDF.
It is therefore wrong to accuse the president that he want to change the constitution so they he can extend his mandate to seven years.”
In fact Hon. Ngulube explained, there is no clause in bill ten that speak of the presidential term.
He maintained that the parliament cannot be stopped by any donors who are not happy with the constitution making process underway.
He said the parliament still retain its power to make laws and will continue to do its mandate.
He wondered why the same critics that  short down the referendum want the NDF resolutions to fail.
He said if the constitution fails, it will be the opposition will suffer the lose because they will have to face the same challenge faced in 2016.
Meanwhile Chinsali MP Kalalwe Mukosa commended the president for committing himself in the fight against the corruption. 
Hon. Mukosa said corruption should be allowed to take roots in Zambia because it is a serious disease that has the capacity to destroy the country.
Hon mukosa was also happy with the the announcement by the president over the reduction in the maternal and child mortality in the country.
He attributed the reduction to massive of hospital construction taking place in the country.
He said the president also outlined the need to construct schools to allow more people to access education whose projects are going across the country.
He said the projects taking place across the country which the president outlined are all aimed at reducing development inequalities.
