YALI Says Deferment Of Bill Number 10 Will Allow The Current Sitting Of Parliament To Focus On Deliberations

The Young African Leaders Initiative (YALI) says the deferment of bill number 10 to next year will allow the current sitting of parliament to focus on deliberations and approval of the 2020 national budget.

YALI president Andrew Ntewewe explains that with only a few days before the national assembly goes on recess, it was prudent that all efforts are made to concentrate on the national budget.

In a statement to phoenix news, Mr. Ntewewe also notes that the deferment comes at a time when the parliamentary committee which was considering the bill has released the report which has addressed various concerns of all institutions and individuals who made their submission on the bill.

He adds that the outcome of the committee report is a confirmation that democracy is alive and that Zambian legislators are capable of paying due attention to persons who exercise their constitutional and democratic right to participate in the constitution making process.

Mr. Ntewewe however hopes Members of Parliament will utilize the deferment to engage the executive on making necessary amendments to the bill which must be presented at the committee of the whole house stage responsible for effecting amendments to the bill.

Parliament last week unanimously resolved to defer the enactment of the controversial Constitutional Amendment Bill Number 10 to February next year to allow sufficient time to debate the Bill in the current sitting.
