REDUCE SPEED FINES-TAX EXPERT

A tax expert has asked the Ministry of Transport to consider reducing the 300 Kwacha fine imposed on over speeding saying the Road Transport and Safety Agency -RTSA-can still meet its target if the fine is reduced.
KPMG Partner Michael Phiri has noted that many people are now driving slowly to avoid paying the fine saying this may negatively affect the collection of non-tax revenue.
He says it is easier for people to part away with small speed fines like 50 Kwacha which would help in government’s non-tax revenue collection.
Mr. Phiri says most Lusaka residents are now complying with the speed limits and this has a negative effect on revenue generation measures.
Speaking during an ACCA Zambia Tax Forum in Lusaka today Mr. Phiri said Minister of Finance Margaret Mwanakatwe has complained of low revenue collections from non-tax revenue generation measures which come through fines.
Meanwhile Mr. Phiri has commended Zambia Revenue Authority for enhancing tax collection measures.
He says the sub region is now learning from Zambia on how to implement effective taxation systems.
Mr. Phiri said the use of technology and establishment of tax units on various parts of the country has enhanced compliance levels.
