Mwila orders ‘disciplinary action’ against Siliya’s challenger

PF SECRETARY general Davies Mwila has come to the defence of Dora Siliya against Emmanuel Jay Banda, who is said to be mobilising support in Petauke Central Constituency. Mwila has directed that Banda be reported to police for distributing bicycles, as the action was not sanctioned by the party secretariat. He further ordered Eastern Province party chairperson Andrew Lubusha to take disciplinary action against Banda, the Petauke district youth chairperson, following a complaint from Siliya.

Siliya, the Petauke Central member of parliament and chief government spokesperson, is said to have complained that Banda had embarked on campaigns in the constituency. In a letter to Lubusha dated November 14, 2018, Mwila stated that he was in receipt of Siliyas complaint letter dated November 12, 2018.

I wish to direct you to take the following steps for the sake of peace and unity in the party in Petauke Central; that Emmanuel Banda referred to as JJ be reported to the police for distributing bicycles which is not sanctioned by the party secretariat. I want you to inform my office if Emmanuel Banda has come back to the party because there was no communication to that effect. Who has given him the authority to openly campaign in Petauke Central Constituency where we have a sitting MP because thats against the rules of the party? reads the letter in part.

He stated that destabilising party structures was a serious offence.

In view of the above, I wish to direct you to take disciplinary sanctions against Mr Emmanuel Banda to avoid disturbances in Petauke Central Constituency, directed Mwila. I expect to hear within two weeks.

Siliya defeated Banda who stood as an independent in 2016.
