Ex Defence PS Mwale arrested for alleged corruption
Brian Mwale-Former Ministry of Defence Permanent Secretary STARDY MWALE has been arrested by the Anti-Corruption Commission for corrupt practices involving 8-point 5-million kwacha.
Mr. MWALE 51, has been charged with two counts of corrupt practices by Public Officer.
ACC Public Relations Manager TIMOTHY MOONO says investigations have established that between March and June 2018, Mr. MWALE did corruptly solicit and attempted to receive $200,000 from Eagle Trading International.
Mr. MOONO says Eagle Trading was a representative of African Security Academy, a company engaged by the Ministry of Defence to finance, supply and deliver military uniforms for the Zambia National Service.
He explained that the money was to be paid into an account of the Australian owners of Simonga Farm located in Chikankata District, which Mr. MWALE had purchased as an inducement or reward for having facilitated the signing and payment of the said contract.
Mr. MOONO says the ACC also established that between the same period, Mr. MWALE did solicit and received $200,000 from Eagle Trading International which was paid into an account of the Australian owners of Simonga Farm.
The Commission has since seized Simonga Farm and ZNS has been engaged to manage it while Mr. MWALE has been released on bond and is expected to appear in court soon.
Mr. MOONO says investigations have also established that in 2017, Mr. MWALE was in possession of 2-point 5-million kwacha in his personal bank account which was suspected to have been proceeds of crime.
Mr. MWALE is also accused of engaging the Ministry of Finance to secure and facilitate the payment of about 1-point 6-million dollars to African Security Academy, as arrangement, management and insurance fees towards the contract on the supply of military uniforms to the Ministry of Defence, an action deemed prejudicial to the interest of the Ministry of Defence which is a public body.
