CIFIRE calls for urgent Constitutional reforms

The Southern African Network Against Corruption -SANAC- has called on Government to consider facilitating for urgent Constitutional reforms to address some lacunas that are negatively impacting the Governance and electoral system in the country.

Executive Director GREGORY CIFIRE says SANAC is particularly concerned with Article 52 sub article six of the constitution which has the potential to cause an electoral crisis as has been witnessed in recent by elections.

Mr. CIFIRE explains that the article provides for the cancellation of an election by the Electoral Commission of Zambia -ECZ on account of the resignation of a candidate.

He says despite the provision having been made for purposes of enhancing democracy; it is also susceptible to abuse by political players.

Mr. CIFIRE told ZNBC News that the provision is subjecting the electoral system to uncertainty thereby lowering the integrity of an election outcome.

He explained that what  happened in Kayo ward in Mwansabombwe where the ECZ postponed the by election due to the resignation of the candidate for the Citizens First party shows how much political players can take advantage of this provision to manipulate the electoral system.

Mr. CIFIRE also cited the soon to be announced postponement of the other two by-elections in Kapamba and Mayembe Ward in Mpika and Shiwang’andu Districts respectively due to the resignation of candidates as one of the developments.
