CABINET APPROVES MORE BILLS
Cabinet has approved the Lands and Deeds Registry (Amendment) Bill, 2021,” for publication and introduction in Parliament during the current sitting.
The objectives of the Bill are to amend the Lands and Deeds Act so as to provide for the electronic and digital signatures in land registration; the issuance and maintenance of a provisional certificate or certificate of title in electronic form.
Cabinet has also approved “The Land Survey (Amendment) Bill, 2021,” for publication and introduction in Parliament during the current sitting.
During the same Meeting, Cabinet also approved in principle, the introduction of a Bill in Parliament to amend the Disaster Management Act No. 13 of 2010.
The Bill will aim at strengthening the implementation of Disaster Risk Management programmes in the country and to bring it in line with international best practice, identification and assessment of disaster risks, enhance knowledge management for disaster risk reduction, increase public awareness of disaster risk reduction and improve governance of disaster risk reduction institutions.
The decision by Cabinet also aims to generally address the weaknesses in the existing legislation and improve the legal and institutional frameworks.
Cabinet approved the Revised Terms of Reference and Composition for the African Peer Review Mechanism National Governing Council.
Cabinet has meanwhile approved an eleven (11) member FRA Board following the enactment of the Food Reserve Act No. 6 of 2020.
The tenure of office of the previous FRA Board expired on 31st March, 2019 and was dissolved by the Minister on 23rd July, 2019.
And Cabinet approved the appointment of the RDA Board in order to provide strategic policy direction to the Agency as required by the Public Roads Act, No. 12 of 2002, as well as a nine (9) member Board of the National Council for Construction.
Cabinet has also approved a five member Board of the Professional Boxing and Wrestling Control Board in accordance with the provisions of the Zambia Professional Boxing and Wrestling Control Act, Chapter 156 of the Laws of Zambia.
