He joins Minister of Information of Information and Broadcasting Services Dora Siliya who has also offered to resign.
Speaking at a media briefing, Mr Lusambo has challenged Mr Hichilema to substantiate his claims that government has sold the two national assets to the Chinese.
He says it will no longer be worthy for him to continue serving in a government which does not care about the plight of the masses.
And Mr Lusambo claims people have lost confidence in the opposition political parties because they have concentrated on spreading lies and rumours about government.
