“ADEG Commends Hichilema, Urges Swift Reforms and Expanded Freedoms”

Lusaka, Zambia24 – (14th September 2024) — The Advocates for Democratic Governance Foundation (ADEG) has commended President Hakainde Hichilema for his firm stance on upholding the rule of law, respecting human rights, and strengthening constitutionalism, as expressed in his address to the National Assembly on September 13, 2024.
ADEG Executive Director Gideon Musonda praised the recent enactment of the Access to Information Act No. 24 of 2023, describing it as “a significant step toward enhancing transparency and accountability.”
However, he urged the government to expedite its implementation, stating, “It is important that the law is swiftly operationalized so that citizens can start benefiting from its provisions.”
Musonda also expressed concern over the ongoing lack of consensus on constitutional reforms, noting that it is essential for the presidency to “take the lead in fostering inclusive dialogue among all stakeholders.”
He emphasized the need for unity, warning, “Political divisions are deepening, and if not addressed, they pose a real threat to national cohesion.”
Musonda cautioned against implementing such changes during an election year. “Reforms carried out in an election year often risk being politicized,” he noted, stressing the importance of genuine and well-timed reforms.
ADEG also called for revisions to the Cyber Security and Cyber Crime Act of 2021, which it views as overly restrictive to citizens’ freedoms.
“The current legislation poses significant limitations on civil liberties, and we believe it requires immediate revision,” Musonda said.
Additionally, he urged the government to prioritize the enactment of the Public Gathering Bill, which would replace the outdated Public Order Act, noting, “The reforms to this critical legislation should not be delayed any further.”
Musonda further raised concerns about the shrinking civic and political space in the country, echoing sentiments expressed by local and international advocacy groups.
He urged the government to address these concerns promptly. “It is imperative that Zambia remains a beacon of democracy, where civil society and political actors can operate freely,” he added.
Musonda reaffirmed ADEG’s commitment to monitoring government actions closely and advocating for the protection of Zambian citizens’ rights.
“We remain vigilant in ensuring that the government upholds the values of democracy and human rights,” he said.
