BILL 10 UP FOR SECOND READING
The Constitution Amendment Bill Number 10 of 2019 is expected to come up for Second Reading in Parliament today.
The bill was formulated on the backdrop of the resolutions of the National Dialogue Forum last year.
The objective of the Bill is to amend the Constitution of Zambia to among other issues revise the Preamble of the constitution to reaffirm the Christian nation’s status of the country.
The bill also serves to revise the electoral system for elections to the National Assembly and the period of hearing and determination of a presidential election petition.
Two thirds majority of votes among members of parliament is the threshold for the bill to be enacted into law.
The bill was tabled for first reading in parliament by Justice Minister Given Lubinda in March this year.
Meanwhile, the Evangelical Youth Alliance International says there is need for Zambians not to attach a partisan stance to the Constitution Amendment Bill Number 10 of 2019.
Executive Director Moses Lungu says the bill is not aimed at serving the interests of President Edgar Lungu and the Patriotic Front-PF but Zambians regardless of political affiliation.
Reverend Lungu says the bill has progressive clauses critical to the governance of the country.
He said this at a press briefing in Lusaka today.
At the same function, Zambian DNA Spokesperson Spuki Mulemwa condemned opposition leaders that criticise President Edgar Lungu for mere political expediency.
Mr. Mulemwa has called on opposition leaders to engage in constructive criticism of government other than issuing inflammatory statements that have potential to tarnish the image of Zambia in the international eye.
